HTH developed the Uniform Complaint Policy ("UCP") pursuant to Title 5, California Code of Regulations, §§ 4600-4687 and consistent with policies and procedures adopted by the HTH Board of Directors. This UCP shall apply only to those certain complaints that fall within the scope of the UCP and are applicable to charter schools. It does not apply to complaints arising from the employment relationship, which are separately addressed by HTH’s employment policies and practices through the Human Resources Department.
You can file a UCP for a range of issues, including:
Unlawful discrimination, harassment, intimidation, or bullying based on race, ethnicity, gender, disability, sexual orientation, and other protected characteristics (Title VI & Title VII).
Issues regarding student fees, deposits, and charges.
Alleged noncompliance with state and federal laws, such as those covering Special Education, Career Technical Education, and Compensatory Education.
Failures to comply with Local Control Funding Formula (LCFF) and Local Control and Accountability Plan (LCAP) requirements.
Complaints related to services for foster and homeless youth.
Williams complaints, a specific type of UCP complaint that addresses:
Instructional materials: Insufficient textbooks or curriculum.
Facilities: Emergency or urgent conditions that pose a health and safety threat.
Teacher assignments: Teacher vacancies or misassignments.
The deadline for filing a UCP varies depending on the nature of the complaint:
Within six months for alleged unlawful discrimination, harassment, intimidation, or bullying. The six-month period begins from the date of the incident or when you first learned of the facts.
Within one year for most other UCP-related violations, including issues related to student fees or LCFF/LCAP requirements.
